We’re leading modern biotechnology regulator in EA region – NBA

The National Biosafety Authority (NBA) has embarked on a process to position itself as the leading regulator of modern biotechnology in Kenya and the region.

The Board of Directors Chairman David Wamatsi led board members and senior management in a retreat in Mombasa with focus on revenue sustainability, implementation of the Authority’s Strategic Plan (2023–2027), enterprise risk management, and resource mobilization strategies, among other priorities.

Speaking during the forum, Wamatsi explained the critical role the Authority plays in regulating Genetically Modified Organisms (GMOs) in a retreat whose theme was “NBA as a Centre of Excellence in GMO Regulation and Revenue Sustainability.”

“Our mandate is clear under the Biosafety Act, 2009: to protect human health, animal health, and the environment from potential risks associated with GMOs. However, a mandate without capacity is merely words. That is why this retreat is important,” said Wamatsi.

He further emphasized that a centre of excellence is defined by science-based regulation.

“A centre of excellence is measured by science-led regulation through risk assessments that are rigorous, transparent, and aligned with the Codex Alimentarius, the Cartagena Protocol on Biosafety, and global best practices,” he said.

On service delivery, Mr. Wamatsi noted the importance of efficient permit processing, clear guidance to applicants, and digitized systems. He challenged management to ensure that stakeholders feel guided and supported rather than policed.

“The East African Community (EAC), COMESA, and the African Union are watching. Let NBA become the regional hub for training, laboratory proficiency testing, and policy harmonization,” said the Chairman.

Dr. Evans Okoyo of the Kenya School of Government, who delivered a presentation on building sustainable centres of excellence, emphasized the importance of stakeholder engagement. He noted that effective public engagement would go a long way in helping Kenyans appreciate the Authority’s work and mandate.

Dr. Okoyo also challenged the Board of Directors and management to embrace innovation and develop strategies that will support the growth and sustainability of the organization.

Mr. Nicholas Awiti from the Office of the Head of Public Service urged the Authority to remain focused on delivering its core mandate and to adopt a citizen-centric approach in all its operations.

He emphasized that the Authority should strive to be a facilitator of development and innovation while ensuring that it effectively fulfills the objectives for which it was established.
