Lusaka signs Valuation and Rating Bill into law

Bungoma Governor Kenneth Lusaka has assented to the Bungoma County Valuation and Rating Act, 2025, setting the stage for a new framework in land and property taxation.

The law seeks to provide a clear legal basis for the valuation of land and the imposition of property rates across the county. Governor Lusaka said the legislation will promote fairness in taxation, enhance revenue mobilization, and safeguard the interests of vulnerable groups through exemptions, rebates, and reliefs.

“This Act institutionalises accountability and transparency in property valuation and taxation. It will ensure equity while boosting the county’s fiscal sustainability,” Lusaka said after signing the Bill.

The Act establishes the County Valuation and Rating Office, which will oversee the preparation and management of valuation rolls, handle objections and appeals, and ensure proper collection of rates. It excludes freehold agricultural land and exempts properties such as schools, hospitals, and places of worship.

Officials say the new law will modernise the county’s revenue systems and plug leakages, while providing a reliable framework for long-term planning and service delivery.

In attendance at the ceremony were House leadership, led by Speaker Emmanuel Situma and Majority Leader Joseph Nyongesa, alongside several members of the Executive.
