Mbadi killing counties, Governor Barasa faults Ruto’s administration

Kakamega Governor Fernandes Barasa has revealed that all the 47 counties are yet to receive a total of Ksh 63 billion sharable revenue from the exchequer for the months of February and March.

Speaking in Ikolomani and Khwisero sub-counties during the distribution of free maize seeds and fertilizer to farmers, Governor Barasa, who also chairs the Finance Committee at the Council of Governors, expressed concern over the financial struggles faced by counties due to the delayed funds from the National Government.

He emphasized that lack of timely disbursements has left many devolved units struggling to function effectively, impacting essential services and development projects.

The governor urged the National Treasury to expedite the release of the pending funds to ensure the smooth running of county operations.

He also voiced strong opposition to the fourth formula for the allocation of funds to counties, terming it as discriminatory. He argued that the formula unfairly benefits only 16 counties, leaving others, Kakamega included, at a disadvantage.

In light of this, He called on the Senate to reject the fourth formula and instead consider using the third formula, which he believes is more equitable and suitable for all counties.
