Lusaka to MPs: Don’t overlap roles

The Council of Governors Agriculture committee has reiterated that agriculture is a devolved function and counties should be supported fully to secure sustainable outcomes that will benefit the farmers.
Speaking in Mombasa during the Intergovernmental forum on Agriculture in his capacity as the COG chairperson for Agriculture, Governor Kenneth Lusaka noted the urgency of implementing proposed reviews by the council on legislative and regulatory frameworks guiding the agriculture sector saying it will go along way in smoothening value chains as well as weeding out unethical practices.
Lusaka implored the National government to transfer the resources allocated for the procurement and distribution of subsidized fertiliser for the financial year 2025-2026 to the respective counties to avoid duplication but instead strengthen the current farm input support program by counties.
The Governor also urged Members of Parliament to resist the temptation of involving themselves in the procurement of milk coolers for cooperatives in the counties stating that such overlap undermines the role of counties since Agriculture is a devolved function.
The forum provided a platform for actors in the agriculture sector to interact, share and identify barriers against effective implementation of programs at both levels of government and was graced by the cabinet secretary for Agriculture Andrew Karanja and attended by a host of Governors and Principal secretaries.
